No, you should still be able to download older versions of apps, there was no change with iOS 8. However, not all developers will let you download older versions of their apps. I tried getting the app on my computer then installing it on my synced device to get an older version but the message asking me if I want to install the older version never comes up.
It only says that I need iOS for the app to download. Dear Apple Club, I have the older version of an app on my 1st gen I pad. What I am trying to do is to get this particular app onto my new I pad air. I have DL'd the app from I tunes when I synced my devices, but the version that showed up on my Air, did not have any of my data on it from the older version although I logged in. When Yahoo Weather added ads I tried this method of local installation to get around it. It worked! This works brilliantly! These instructions are a lot better than Apple's as they assume you already own the app!

Do you have an existing copy of the app that you are trying to update? Are you using a different Apple ID than when you downloaded it before? I've got the same issue and just had a chat with Netflix; confirming my hunch that the older version of the Netflix iOS app is no longer available from the Appstore since their 28th November update.
Shame because the older version was working perfectly just fine. In short, for now I hope, older iDevices won't work with Netflix anymore. You need to download the newest version to a newer iDevice or download the newest version of the app from the iOS App Store using iTunes Some one else contacted Netflix recently and was, also, told the older Netflix apps support iPads as far back as iOS 5.
